Soaring Eagle Casino & Resort Expansion 

Project Management 

The Saginaw Chippewa Indian Tribe of Michigan, is seeking proposals to provide Project Management and Oversight for the Soaring Eagle Casino and Resort Expansion Project. The proposed project will include the constructed expansion of the Soaring Eagle Casino and Resort, on the Tribe's Isabella Reservation near Mount Pleasant, Michigan.  

Persons or entities with experience and expertise in construction project management including verifiable knowledge, skills, and abilities necessary to complete large construction projects on schedule and budget are invited to submit proposals as outlined below. 

Proposals should include a Statement of Qualifications that includes: 

• Outline of educational background, certifications, and awards related to  construction project management;
• Description of prior project construction management experience, including a brief statement of each position and how you utilized your knowledge, skills and abilities to successfully complete each project;
• Proposed fees and expenses required to manage all phases of construction (pre-design, design, construction, and closeout);
• Summary of any experience managing large scale construction projects.
• Summary of any experience working for the Saginaw Chippewa Indian Tribe or any other tribe;
• Name and contact information for references.

The Tribe will evaluate proposals based on the following criteria: 

• Relevant Experience with large construction projects including:
• Administration of contracts for consultants, architects, engineers, general contractors, skilled trade contractors, procurement of materials and equipment; knowledge of standard form agreements designed by AIA, EJCDC or other skilled-profession organizations
• Oversight of Feasibility studies
• Ability to review and summary reports for presentation to stakeholders
• Development and management of project budget.
• Leadership Capability
• Fees
• Community Involvement and demonstrated knowledge of Native culture and values
• Education in the field of project management, construction management, or similar programs of study
• Earned certification(s) or award(s) for project Management

The person or entity selected to provide project management services will be required to enter into an Independent Services Agreement with Soaring Eagle Gaming or the Saginaw Chippewa Indian Tribe and consent to the jurisdiction of the Saginaw Chippewa Tribal Court for the resolution of any contractual disputes.
